The U.S. Army Corps of Engineers (USACE) has chosen the joint venture of Woolpert and RS&H to compete for a five-year, $249 million indefinite delivery, indefinite quantity (IDIQ) contract supporting the Japan Engineer District (JED). This contract involves providing architecture and engineering services for infrastructure and facility development across Japan.
As part of this effort, the Woolpert-RS&H team will deliver concept designs, full project designs, and supporting documentation for military and infrastructure projects. These projects will support operations for military services, government agencies, and related organizations throughout mainland Japan and Okinawa.
The scope of work covers a wide range of facility and infrastructure needs, including training support, lodging, storage, telecommunications, secure data operations, aircraft operations and maintenance, airfields, roadways, ship and waterfront infrastructure, utilities, and environmental mitigation. The projects will enhance operational readiness and improve living and working conditions for U.S. military personnel and their families stationed in Japan.
RS&H Vice President and Woolpert-RS&H JV Program Director Rich Stump highlighted the team’s extensive experience in military infrastructure projects.

Woolpert Program Director Shawn Moore, a retired U.S. Air Force colonel, noted that while this is the first joint venture between Woolpert and RS&H for JED, the firms collectively have completed over 40 projects for JED since 2011.

Woolpert Project Architect Hala Abdelaziz emphasized the unique design approach the team will bring to each project, incorporating cutting-edge innovation alongside Japan’s local building techniques.

With this contract running through 2029, the Woolpert-RS&H joint venture is positioned to support the modernization and development of critical infrastructure, ensuring continued support for military operations and personnel across the region.
