In 1962, President John F. Kennedy tasked scientists and engineers with exploring innovative methods to construct an additional canal across Central America. Among the intriguing options considered was nuclear excavation — a radical yet promising concept spearheaded by Operation Plowshare, the Atomic Energy Commission’s (AEC) program aimed at finding peaceful uses for nuclear technology.
Answering this call, the U.S. Army Corps of Engineers established the Nuclear Cratering Group (NCG), leveraging the extensive technical expertise of the Waterways Experiment Station (WES), the predecessor of today’s U.S. Army Engineer Research and Development Center (ERDC).
Headquartered initially at the Lawrence Radiation Laboratory in Livermore, California, the NCG was directed by Col. Ernest Graves, Jr., a seasoned nuclear physicist who had contributed to the Manhattan Project.
In collaboration with the AEC, WES engineers and scientists at NCG carried out tests at the Nevada Test Site, evaluating both nuclear and non-nuclear explosive cratering techniques. Projects with code names like Sedan, Danny Boy and Sulky helped engineers better understand crater geometry, blast scaling, and radiation dispersion.
Beyond field experiments, the group conducted numerous feasibility studies exploring nuclear excavation applications across the United States. These included harbor improvements, spillways, canals, quarrying operations, and particularly, dam construction. One especially notable innovation explored was the creation of ejecta dams, using controlled explosions to deposit rockfill into canyons to rapidly form dam structures.
Although nuclear excavation showed initial promise as cost-effective compared to traditional methods, concerns over safety, geological stability and proximity to populated areas limited its practical application.

By the early 1970s, with international treaties such as the Strategic Arms Limitation Talks (SALT) restricting nuclear explosive testing, USACE redirected efforts. In 1971, NCG became the Explosive Excavation Research Laboratory managed by WES, eventually transferring entirely to Vicksburg in 1975.
The ambitious efforts of the Nuclear Cratering Group, although never realizing nuclear excavation in construction, provided fundamental insights into explosive phenomena that continue to inform ERDC’s vital research in explosive effects.
Today, ERDC continues the legacy of pioneering research initiated during the nuclear excavation era, focusing on advanced explosive effects and force protection technologies.
Current research includes understanding blast impacts on critical infrastructure, developing advanced protective materials, and refining techniques to predict and mitigate damage from explosive threats.
These contemporary studies directly benefit military and civilian agencies, ensuring enhanced protection for infrastructure and personnel worldwide.
