Tetra Tech was awarded the task order through the USACE Great Lakes and Ohio River Division’s Infrastructure Investment and Jobs Act (IIJA) Contract. Tetra Tech scientists, consultants, and engineers will design the new lock chamber to improve efficiency, reliability, and safety for navigation traffic along the river. The new lock will be twice as long as the existing lock system which will reduce wait times by more than seventy percent, accommodate larger vessels, and improve mariner safety. The project is a top priority of the USACE Navigation and Ecosystem Sustainability Program.

The U.S. Army Corps of Engineers (USACE) has chosen six contractors to compete for contracts worth up to $5 billion aimed at stabilizing Puerto Rico's power system. This decision comes in the wake of several storms and an earthquake over recent years that have left the power grid in Puerto Rico in a precarious state.

These multiple award task order contracts, granted by USACE, Savannah District, span a five-year ordering period. The primary objective of these contracts is to provide temporary power augmentation and address related issues with power generation facilities, as outlined by USACE. At an industry event earlier this year, officials stated that the contractors' task would involve enabling the generation of 350 MW to 700 MW at various locations across Puerto Rico.

The anticipated scope of work encompasses supplying equipment such as dual-fuel generators capable of running on natural gas or diesel, the installation of said equipment, and its operation for periods estimated to range from six to 18 months, according to USACE solicitation documents. Task orders may also entail the repair and replacement of components within existing transmission and distribution facilities. Close coordination with the public Puerto Rico Electric Power Authority and utility company LUMA Energy will be a crucial aspect of the contractors' responsibilities.

The selected firms include Amentum Services; AshBritt; CDM Constructors; OMP Solutions; PTSI Managed Services; and Weston Solutions, as confirmed by the U.S. Dept. of Defense contract award notice.

USACE intends to employ hybrid firm-fixed price task orders that incorporate elements of cost-plus fixed fees to account for fluctuations in fuel prices. The solicitation emphasizes that fuel costs pose the highest risk for this work, given the historical volatility of the petroleum market.

In response to last year's Hurricane Fiona, which temporarily plunged the island into darkness, the Biden administration established the Puerto Rico Power System Stabilization Task Force. This task force, consisting of USACE, FEMA, Department of Energy, and Environmental Protection Agency, has prioritized initiatives to add 150 MW in temporary power generation units at the Palo Seco Power Plant and another 200 MW of temporary generation at different facilities, according to the White House.

President Joe Biden underlined the importance of this effort, stating, "We know that the climate crisis and more extreme weather are going to continue to hit this island and hit the United States overall, and as we rebuild, we have to ensure that we build it to last. We're particularly focused on the power grid."

AECOM, announced that a joint venture between AECOM and Black & Veatch (AECOM-B&V Lakes and Rivers JV) has been selected by the U.S. Army Corps of Engineers (USACE) to provide architectural and engineering services for infrastructure projects for the 17 states within the Great Lakes and Ohio River Division, and nationwide. The multiple-award contract has a five-year term and is funded through the Infrastructure Investment and Jobs Act.

“We’re proud to continue our 100-year partnership with the USACE delivering infrastructure solutions that protect communities and the environment,” said Karl Jensen, executive vice president of AECOM’s National Governments business. “This important work ties directly to our firmwide environmental, social, and governance objectives, which are rooted in our commitment to delivering a better world, and we look forward to teaming with Black & Veatch on this transformative program.”

The program will focus on renovating and modernizing infrastructure, mitigating flood risks, and restoring ecosystems. Projects under this contract are expected to include sustainable design, renovation, and modernization of critical infrastructure, including dams, locks, levees, flood walls, pump stations, bridges, roadways, and canals, as well as stand-alone buildings and ecosystem restoration.

The scope of work may include master planning; feasibility studies; site assessments; permitting; environmental compliance; and design for design-bid-build and design-build projects. Through an integrated design approach and an emphasis on environmental stewardship, sustainable design efforts may include energy and water conservation, use of recovered and recycled materials, use of alternative energy, and waste reduction measures.

Conti Federal Services, a leading U.S. government construction and engineering firm specializing in military and secure construction, has been awarded a $43,924,087 contract for the construction of a B-21 Weapon Loader Training Facility at Ellsworth Air Force Base in South Dakota.

Awarded by the U.S. Army Corps of Engineers (USACE) Omaha District, the B-21 Weapon Loader Training Facility project is one of several major construction initiatives integral to the multi-year facilities beddown strategy for the B-21 program at Ellsworth Air Force Base.

The project entails renovating the base’s “Pride Hangar” ,which was originally built to house the B-36 aircraft, to allow for the creation of state-of-the-art weapons loader training (WLT) bays. This newly designed space will house mock-ups of an aircraft fuselage, facilitating advanced training activities related to weapons loading. Additionally, the project includes the renovation of administrative, training, and utility areas, enhancing the overall functionality and efficiency of the facility.

Conti Federal is currently working on several mission-critical projects in the region in collaboration with the USACE Omaha District. These include the development of a B-21 RF Hangar Facility at Ellsworth Air Force Base in South Dakota, a DRP Formal Training Unit building renovation at Grand Forks Air Force Base in North Dakota, a helicopter operations facility at F.E. Warren Air Force Base in Cheyenne, Wyoming, and an F-35 Fighter Alert Shelter at Truax Field in Madison, Wisconsin.

The U.S. Army Corps of Engineers, New Orleans District, recently awarded a contract for constructing the fifth levee reach on the West Shore Lake Pontchartrain (WSLP) Hurricane and Storm Damage Risk Reduction project. This contract will construct approximately 1.0 miles of the 17.5-mile-long levee system that will provide 100-year level risk reduction to the area primarily in St. John the Baptist, St. James and St. Charles Parish.

The contract for WSLP-106 was awarded on September 12, 2023, to Dynamic Group, LLC, of Baton Rouge, Louisiana. This section of the levee is approximately 1.0 miles long. The contract at award is $49,804,593.87. Work will be performed in St. John the Baptist Parish. The levee elevation will be 11 feet. The contract is scheduled to be completed in Summer 2027.

“In the past 12 months the U.S. Army Corps of Engineers has awarded $261,721,276.00 for the West Shore Lake Pontchartrain Hurricane and Storm Reduction Project,” said Col. Cullen Jones, New Orleans District Commander. “This project continues USACE’s commitment along with its partners at the Coastal Protection and Restoration Authority and Pontchartrain Levee District to providing storm surge risk reduction for more than 60,000 people in the St. Charles, St. John the Baptist, and St. James parishes in southeast Louisiana.”

The West Shore Lake Pontchartrain project will achieve 100-year storm surge risk reduction by a variety of structural and non-structural features to include: levees, floodwalls, and pumps. While these features will reduce risk from storm surge associated with tropical events, they do not specifically reduce risk of flooding from significant rainfall. The project design team continues to work with the Non-Federal sponsor to acquire Rights of Entry (ROE) and coordinate with utilities and pipelines within the project footprint. Contracts completed include test sections, clay stockpiles, sand stockpiles, sand placement, and access road construction.

Arcadis U.S. Inc, a leading global design and consultancy organization for natural and built assets, is pleased to announce its selection to perform environmental and remediation services for the United States Army Corps of Engineers (USACE), Huntsville District. Arcadis is one of nine firms to be selected as part of an $800 million shared capacity framework contract.

During the contract's five-year performance period, companies will compete for projects under a competitive bidding process. The scope of services under the framework includes the removal, transport and disposal of Aqueous Film Forming Foam (AFFF) containing Per-and Polyfluoroalkyl Substances (PFAS) from fire suppression systems. PFAS are a widely used group of chemicals that do not break down in the environment and are therefore difficult to treat. Arcadis will be employing innovative techniques including creating an AFFF foam transition digital tool to collect, organize and report data gathered by field personnel during foam transition activities, as well as replacing firefighting foams with equivalent substances that do not contain PFAS.

These AFFF support services will be delivered at various U.S. Department of Defense commands and installations and other federal agencies located across the United States, including Alaska and Hawaii, the U.S. territories and outlying areas.

The U.S. Army Corps of Engineers Nashville District announces a base contract award to Brasfield & Gorrie, L.L.C., of $16.8M for the Dissolved Oxygen facility.  This is a sustainability project funded by the Section 212 Program to install an upstream diffuser system at Wolf Creek Dam on the Cumberland River in Jamestown, Kentucky.

The district is partnering with power preference customers, the Southeastern Power Administration, and Tennessee Valley Authority to construct a cryogenic facility downstream of the dam and install 50,000 linear feet of oxygen diffuser lines that reach into Lake Cumberland.

When constructed, the cryogenic facility will be capable of converting 300 tons of liquid oxygen per day to gaseous oxygen through four 15,000-gallon tanks and eight vaporizers. Daily deliveries of liquid oxygen will be required during the low dissolved-oxygen season for operation. Onsite construction of the facility is anticipated to begin in 2024 after fabrication of the liquid oxygen tanks has started.

Installation of polyethylene piping has begun. TVA has mobilized to the site to begin assembling the diffuser lines. Construction is underway downstream of the dam and then the lines will be trenched under Highway 127 and through Halcomb’s Landing in late fall after the peak recreation season. Lines will then be installed in the forebay.  The system is similar to those TVA operates at Norris Dam and Watts Bar Dam and is scheduled to be operational in the fall of 2025. Highway 127 and Halcomb’s Landing will remain open or partially open throughout the construction period.

“The award of this contract will improve generation at Wolf Creek Power Plant by mitigating the need to sluice water during the late summer/ fall low dissolved oxygen season,” said Chris Stoltz, project manager, U.S. Army Corps of Engineers, Nashville District. “Without this system, power production can be limited to 30% of its design capability throughout the season. The Project Delivery Team is excited to begin this phase of the project and continue supporting the region with reliable and renewable electricity.”

Installation of an upstream diffuser system, in conjunction with auto-venting turbine runners, reduce or eliminate unit restrictions during the low dissolved oxygen season. When these capabilities are achieved, the Nashville District can provide more environmentally friendly releases while maximizing hydropower generation.

The U.S. Army Corps of Engineers, Buffalo District is pleased to announce that it has awarded a $40 million contract to Enviro-Fix Solutions LLC for Niagara Falls Storage Site (NFSS) Remedial and Site Services.

The first task order was awarded on Aug. 4, 2023 for $11,984,341.90, which includes remediating contaminated media in accordance with the Record of Decision for the Balance of Plan (BOP) and Groundwater Operable Units (OU). This work is being carried out under the Formerly Utilized Sites Remedial Action Program (FUSRAP).

Selected Remedy:

The selected remedy in the Record of Decision for the Balance of Plant and Groundwater Operable Units (OUs) Niagara Falls Storage Site is the complete removal of contaminated media and off-site disposal at a properly permitted or licensed facility. Following completion of excavation and off-site disposal, the site would be remediated to levels suitable for industrial use (i.e., protective of construction, industrial, and maintenance workers, as well as adolescent and adult trespassers).
