The U.S. Army Corps of Engineers has awarded an $800 million contract to nine companies to carry out government installation cleanup efforts, with a primary focus on addressing fire suppressants that contain perfluoroalkyl chemicals.

The contract is a firm-fixed-price award that includes services for film-forming foam removal, disposal, and replacement, as stated by the Department of Defense on Thursday.

Out of the 14 bids submitted for the project, the U.S. Army Corps of Engineers selected the following nine companies:

  3. Arcadis U.S.
  4. Dawson Solutions
  5. Environmental Chemical
  6. Hydrogeologic
  7. SES Civil and Environmental
  8. Tetra Tech EC
  9. USAE-Tidewater joint venture

The project is expected to conclude on February 14, 2029.

The U.S. Army Corps of Engineers, Savannah District intends to solicit and award a $5 billion Multiple Award Task Order Contract (MATOC) for temporary emergency power augmentation and on related repairs of generation facilities to stabilize Puerto Rico's power system.

The work will consist of providing land based temporary generating units (dual fuel – LNG/diesel), temporary transformers, control cabling, and installation of equipment. In addition, the work will contain operation of the equipment, including maintenance, fuel, coordination with Puerto Rico Electric and Power Authority (PREPA) and LUMA Energy (LUMA) on operation schedule and connections to their equipment.

The U.S. Army Corps of Engineers, Huntsville Center (CEHNC) intends to issue a 100% small-business set-aside, Multiple Award Task Order Contract (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) contract for services in support of the Ordinance & Explosives Directorate (OED).

Small businesses will provide services, that include being able to safely locate, identify, recover, evaluate, assess, package, transport, manage, and make final disposition, as required, of Munitions and Explosives of Concern (MEC) and Hazardous, Toxic and Radioactive Waste (HTRW) at various currently and formerly used defense sites, property adjoining currently and formerly used defense sites, and other federally controlled/owned sites.

This contract is intended to support sites located throughout the United States, including Alaska and Hawaii, the U.S. territories, outlying areas as defined by FAR 2.101, and territorial waters.

The MATOC will have a total shared capacity of $960 Million (M) with a period of performance (POP) of 10 years (2-year base period with four 2-year option periods).

It is anticipated that an RFP will be issued on or about July 1, 2023.

The U.S. Army Corps of Engineers, Engineering and Support Center Huntsville awarded the U.S. Army Office of Energy Initiatives Energy Support Services Generation Five (OEI V) requirement for $28,805,119 to incumbent Booz Allen Hamilton, Inc., on June 12.

The task order was procured using the General Services Administration’s (GSA) One Acquisition Solution for Integrated Services (OASIS), multiple award (MA), Indefinite Delivery Indefinite Quantity (IDIQ) contract.

After exercising all options and having a justification and approval granted by the Senior Contracting Official, Alexandria (SCO-ALX) to further extend the period of performance, the current task order is set to expire on June 27, 2023. Huntsville Center successfully awarded the OEI V task order ahead of the current task order expiration date, preventing a gap in service and the need for a bridge contract.

The OEI V GSA OASIS task order will provide the subject matter experts and resources needed to assist military installations in developing third-party financed projects addressing resilience and security gaps. The efforts of this contract will also help develop a common understanding and standard metrics across military installations. This task order will allow for continued performance on the mission of identifying energy resilience and security projects, which must continue due to the mandate for U.S. Army installations to be capable of withstanding an extended utility outage for a duration set by the senior commander or at a minimum 14 days.

The period of performance for this fifth generation contract is 36 months.

Great Lakes Dredge & Dock Co. LLC, Houston, Texas, was awarded a $157,399,830 firm-fixed-price contract for new and maintenance hopper dredging of the Freeport Harbor Channel. Bids were solicited via the internet with three received. Work will be performed in Freeport, Texas, with an estimated completion date of April 14, 2026. Fiscal 2022 and 2023 civil operation and maintenance funds; fiscal 2021, 2022 and 2023 civil construction funds; and fiscal 2023 non-federal Port of Freeport funds in the amount of $157,399,830 were obligated at the time of the award. U.S. Army Corps of Engineers, Galveston, Texas, is the contracting activity (W912HY-23-C-0005). 

The U.S. Army Corps Engineering and Support Center, Huntsville, is requesting proposals for specialized medical facilities Operation and Maintenance (O&M) services to support the Defense Health Agency (DHA).

Operations and Maintenance Engineering Enhancement VII procurement will follow a competitive process that allows for full and open participation, with a reserved portion for small businesses. The contract will be structured as a Multiple Award Task Order Contract, in accordance with FAR 16.504. The maximum contract capacity is $2.35 Billion with capacity shared among all MATOC holders.

The Multiple Award Task Order Contracts will include Firm Fixed Price Contract Line Item Numbers and will have a base performance period of 36 months, with two optional ordering periods of 24 months each.

The objective of this procurement is to acquire specialized Operation and Maintenance services for medical facilities. These services will support the Defense Health Agency across various locations, in the United States and 13 international countries, including: Bahrain, Belgium, Cuba (Guantanamo Bay), England, Germany, Country of Georgia, Greece, Japan, Kenya, Korea, Portugal (Lajes, Azores), Singapore, and Thailand.
